What are Henrico County Public Records?

According to the Virginia Freedom of Information Act, Henrico County public records are all documents that are generated or received by a public body in connection with a public activity. The form of the records is immaterial, as public records may be either physical documents or electronic documents. They include documents that are created through handwriting, photography, photostatting, typewriting, electronic recording, or other forms. However, the following information are exempted from public access:

  • Court documents and reports that should be kept confidential

  • Health records

  • Records of ongoing investigations

  • Information that is protected by attorney-client privileges

  • Financial information, trade secrets, proprietary information, and confidential information

  • Information concerning security plans of school safety audits

  • Records of lawful closed meetings, or records compiled for such meetings

  • Documents compiled for use in litigation or administrative investigation

  • Personnel information of individuals that can be identified

  • Computer software developed by or for a state agency, public institution of higher education in the Commonwealth, or political subdivision of the Commonwealth.

  • Appraisals and cost estimates of real property subject to a proposed purchase, sale, or lease, prior to the completion of such purchase, sale, or lease.

Henrico County Crime Statistics

The Virginia State Police serves as the primary repository for crime statistics in the State. The office publishes these statistics every year. In 2019, there were 452 reported violent crimes and 8,050 reported property crimes in Henrico County. The violent crimes included seven homicides, 34 rapes, 120 robberies, and 291 aggravated assaults. The property crimes included 569 burglaries, 6,949 larcenies, 515 motor vehicle thefts, and 17 arsons.

Between 2018 and 2019, there was an increase in the crimes by 3%. Compared to the 2018 statistics, there was a decline in homicide (46%), aggravated assault (17%), burglary (15%), motor vehicle theft (10%), and arson (41%). There was an increase in rape (3%), robbery (3%), and larceny (7%).

Are Henrico County Criminal Records Public?

Henrico County criminal records are generally public, as required by Virginia State Law. However, criminal records of juveniles are not public. The Virginia State Police carries out criminal record checks for interested persons. Eligible parties can obtain either name-based checks or fingerprint checks. The name-based checks only show convictions, while the fingerprint checks also show arrest records. Anyone can obtain their name-based record check by completing and notarizing the Criminal History Search Form (SP-167). Law enforcement agencies and some employers may request name-based checks by completing the Criminal Record Name Search Form (SP-230). There is no need to notarize the form. For fingerprint checks, requesters should submit a fingerprint card with the request form.

Each copy of the Henrico criminal records costs $15 to obtain. There is an additional $5 charge if the requester is also checking sex offender information. Payments can be made by money order certified checks, businesses checks, and credit/debit cards (Mastercard or Visa).

How to Find Sex Offender Information in Henrico County?

The Virginia State Police maintains a Sex Offender and Crimes Against Minors Registry for all of Virignia, including Henrico County. Henrico residents can find information on sex offenders living or working in Henrico. The information provided would include the sex offender’s picture, name, address, and other relevant information. Persons using the online registry can search for offenders by city, county, school, zip code, address, and name. Users can also optionally add additional search parameters for more specific results. Virginia State Police also provides email notifications to alert residents that sign up when a sex offenders move to an area.

How to Find Henrico County Inmate Records?

The Henrico County Sheriff’s Office maintains records of inmates in the Henrico County Regional Jail West and Jail East. The Sheriff’s Office manages both jails and provides county jail inmate information online. Interested persons can search for inmates in any of the jails either by their last name or by selecting the starting letter of the inmate’s last name. The registry provides general inmate information such as a picture, inmate ID, full name, inmate’s location, booking date, projected release date, and the inmate’s offense.

Henrico County Court Records

Henrico County court records are the documents containing information of cases heard by courts in the County. Henrico County is home to a Circuit Court, County General District Court, and a Juvenile and Domestic Relations District Court. The Circuit Court presides over civil and criminal cases beyond the jurisdiction of other courts, and generally has jurisdiction in all civil and criminal cases. The Juvenile and Domestic Relations District Court and the General District Court have jurisdiction over certain types of criminal and civil cases. Henrico County vital records are documents that contain certain life events that occur within Henrico, such as births, deaths, marriages, and divorce. The Henrico Health Department maintains Henrico vital records. The Office of Vital Records of the Virginia Department of Health (VDH) also maintains vital records for all of Virginia, including Henrico County. In accordance with Virginia State Law, vital records are generally not available to all members of the public. Only qualified persons can make successful requests for these records. The qualified persons include the registrant, the registrant’s close relatives, and a legal representative of the registrant. However, the records will become publicly accessible after 25 years.

The State Department of Health takes three weeks to process the request. While the request is pending, requesters can track the status of the requests with the application numbers they are issued.

Interested persons can also make requests for divorce records from the Vital Records Office online. This can be done by completing the Online Application for Certification of a Vital Record and following the instructions provided.

The Henrico Health Department maintains Henrico County marriage records. It costs $12 per copy to obtain. The records can only be obtained by qualified persons such as the parties to the marriage and their immediate family members. The requester will be required to provide a valid ID. The Henrico County Clerk also issues copies of Henrico County marriage certificates. Interested persons can make requests for copies of the records in person or by mail. Certified copies cost $2.50 each to obtain for both in-person requests and mail requests. Mail requests should be accompanied by a self-addressed stamped envelope. If this is not included, it would attract an additional 50 cents and make the total charge $3. Payment can be made by cash, check, or money order made payable to the Circuit Court Clerk. The Clerk’s Office is required to obtain the written permission of one of the parties to the marriage if the marriage license was issued before 1 July 1997 or after 30 June 2001.

The Virginia Department of Health Office of Vital Statistics also provides public access to Henrico Marriage records. Interested persons can obtain copies of the records by completing the Application for Certification of a Marriage Record (available in Spanish). Each certified copy costs $12. The record search also costs $12. Payments should be made by check or money order made payable to the State Department of Health. The Virginia Department of Health may take up to three weeks to process a request. Requesters can check the status of their requests with their record application number.

Henrico County birth records are available at both the Virginia Department of Health Vital Records Office and the Henrico Health Department. The charge is $12 for each copy of a record from either custodian. The Henrico Health Department only issues Henrico County birth certificates to immediate family members of the registrant, such as the registrant’s mother, father, husband, wife, child, brother, sister and grandparents. A legal guardian with proof of custody papers can also make requests for copies of a record. The requester should provide a valid ID.
